UN Deputy Secretary-General Louise Fréchette says it is critically important for the organization's member states to sit down and thrash out the best ways to go about handling the threats of international terrorists and the proliferation of weapons of mass destruction. Without its member states, the UN itself is a "very weak organization," she says. But if the UN's 191 countries come together and decide they want to go in a specific direction, "then it will make a difference."
