The ideas and recommendations in this paper were developed in a series of 14 meetings convened by the Stanley Foundation at the Roger Smith Hotel in New York between October 2001 and July 2003. The discussions were conducted in two phases, with the first focusing on humanitarian response at the operational level and the second dealing with the political and headquarters level. Recommendations #1-7 were developed in the first phase; #8-10 emerged from the second phase of discussions; and recommendation #11 covers the resource implications of the project's entire agenda. The chair and director of this project gratefully acknowledge the participants listed below for their insights, though responsibility for the text rests with them alone.* As with most such group endeavors, it cannot be assumed that every participant agrees with all of the paper's conclusions.
